Strategic Urban Development

My approach to urban development is rooted in comprehensive strategic insight, gained from extensive experience in shaping large-scale regeneration projects and city-wide planning frameworks. This involves detailed analysis, collaborative design, and a deep understanding of urban systems to create integrated, high-quality environments that are both visionary and deliverable.

Strategic Frameworks & Masterplanning

Effective urban regeneration requires a clear, consensus-driven vision. My work has focused on creating high-level strategic plans and detailed masterplans for some of London’s most significant “Opportunity Areas.” This involves preparing area-wide urban design strategies, setting out key design principles, and creating indicative masterplans with illustrations to demonstrate implementation. Key projects I have made contributions to include:

Development Capacity & Data-Driven Analysis

A core component of strategic planning is understanding a site’s true potential. I have conducted and refined development capacity analysis for strategic sites across London, including for the VNEB, Upper Lee Valley, and Euston Opportunity Area Plans. This work underpins critical spin-off studies such as transport modelling and viability analysis. To do this, I utilize a range of technical skills including:

  • GIS Data Mapping & Analysis: Using tools like ArcGIS (for which I am ESRI certified) and MapInfo to understand existing land use, site constraints, and social infrastructure.
  • 3D Modelling & Views Assessments: Using software like SketchUp and Navisworks, I have undertaken detailed views assessments with the GLA’s virtual 3D model to test development scenarios, identify suitable locations for tall buildings, and assess their impact on strategic views and conservation areas.

Public Consultation & Stakeholder Engagement

Building consensus is as valuable as the final plan itself. Part of my work has involved producing Opportunity Area Planning Frameworks in partnership with a wide range of public and private sector stakeholders. I have represented the Mayor of London at various high-profile public consultation events and Examinations in Public (EiP), such as for the Euston Area Plan.

  • This involved presenting and discussing proposals with local community groups, business representatives, and members of the public to ensure strategies reflect shared aspirations.
  • It also required responding directly to queries from the public and other experts on technical matters relating to urban design, development capacity, and tall buildings.
  • This collaborative process is crucial for resolving contentious issues early and providing greater certainty to the development process, which in turn encourages inward investment.

Published Insights

My professional experience is complemented by ongoing research and a keen interest in sharing knowledge. I authored a cover story for a leading Indian publication to share lessons from London’s experience in managing urban growth with a wider audience.

Title: ‘Urban Growth Planning: A London Perspective’

Synopsis: The article explores how strategic governance structures, integrated city plans, and targeted spatial frameworks like Opportunity Area Planning Frameworks (OAPFs) can be used to not only manage but also shape rapid urban growth to create world-class, thriving cities.
